The meeting of coordination Council on industry
10 December in Nizhny Novgorod under the chairmanship of the Minister of industry and trade of Russian Federation Denis Manturov has held a meeting of coordination Council on industry. During the meeting with participation of heads of ministries, Executive authorities of the 85 subjects of the Russian Federation in charge of industry, as well as 56 trade representatives of Russia in foreign countries, discussed the development of the domestic non-oil and non-energy exports and export programs.
As noted by the Minister of industry and trade Denis Manturov, "the development of industrial exports is today a strategic priority of our country in the coming years".
We will remind that the decree of the President of the Russian Federation No. 204 of may 7, 2018 target to ensure that by 2024, growth in non-oil non-oil export up to 250 billion U.S. dollars, to increase the share of non-oil non-oil exports in GDP from 9 percent to 20 percent and 1.5-fold increase in the volume of trade turnover between Russia and member States of the EEU. According to Deputy Minister of industry and trade Basil Osmakova, the national project "international cooperation and exports" includes exports from the industrial sector to $91 billion by 2024, adding that in the manufacturing industry to reach annual growth rates of 7-8%. By the end of this year should have a concept of priority development of the export project which is an independent anti-corruption examination, and in the second quarter of 2019 - specific activities and projects. "Every ruble invested in 2024 should provide export growth by 16 rubles, "–said the Deputy Minister.
The main task, according to Vasily Osmakova, is the launch of co-financing of the companies implementing the corporate program for international competitiveness, as well as providing Bank subsidies associated with exports. "Logistics will be an updated subsidy and allocated the subsidy of the Russian export center to create a system of "single window"", – concluded the Deputy Minister.
"All communication on the implementation of the national project "international cooperation and exports" will be held through the relevant Executive authorities. We already have a constant work with enterprises of the region and identify potential industries that want to export. Early next year will begin collecting applications for participation in project activities. Subsidized are 9 groups of events, including registration in foreign markets of intellectual property, and certification of products and transportation, and the acquisition of necessary software and the purchase of components, labor cost, advertising costs, and leasing and rental payments. Special attention will be paid to service borrowings, to the establishment and development of property complexes of industrial enterprises and industrial infrastructure.
Certainly, the priority of the government now aims to support exports. Let me note that the policy of import substitution will not be canceled. On the line of the Ministry of industry and trade will continue and will work with all existing types of state aid: interest rate subsidies on loans, expenditure on R & d and product certification. They are a kind of bridge in the way of entry of companies into foreign markets. Also at the regional level will remain to subsidize the costs of enterprises for the modernization and purchase of equipment", – commented on the results of the coordinating Council Rostislav Rovbel.
We will remind, the export volume of Smolensk region for 9 months of 2018 grew by almost 13% compared to the same period last year and amounted to 0.9 billion U.S. dollars. The share of manufactured goods in exports exceeds 91%.
Note that in the 2019 to provide support to the Smolensk export-oriented enterprises from the Federal budget the region will receive more than 50 million rubles, which is several times the amount of funding allocated for these purposes the region in previous years.
