A meeting of the Council under Plenipotentiary representative of RF President in the Central Federal district
18 December, Moscow hosted the session of Council under Plenipotentiary representative of RF President in Central Federal district Igor Shegolevdedicated to the protection of the interests of older workers. The meeting was attended by the Minister of labour and social protection RF Maxim Topilin, Chairman of the Federation of independent trade unions of Russia Mikhail Shmakov, Chairman of the Board of the Pension Fund Anton Drozdov, heads of regions TSFO, Federal agencies. From the Smolensk region in the meeting of the Board attended the Governor of the Smolensk region Alexei Ostrovsky, Chairman of the Regional Duma of the region Igor Lyakhov, President of the Smolensk regional Association of employers "the Scientific-industrial Union" (hereinafter - SROR "NPS") Alexander Fedulov, head of Smolensk employees ' Union Evgeny Maximenko, Executive Director of SRER "PS" Oleg Kletno.
Opening the meeting, the Plenipotentiary representative of Russian Federation President in Central Federal district Igor Shchegolev said: "the CFA to protect the interests of older workers is one of the priorities of work. For the solution of the Head of state of the tasks required teamwork between Federal, regional and municipal agencies."
The Minister of labour and social protection of the Russian Federation Maxim Topilin has informed participants of additional legislative guarantees to protect the interests of older workers. "In the national project "Demography" serious attention is paid to supporting senior citizens primarily to promote employment in pre-retirement age. So, 2019 will be trained annually not less than 75 thousand people. For these purposes in the Federal budget from 2019 to 2024 provided 30 billion roubles. The national project is completed, we will proceed to the execution of the specified obligations."
Moscow mayor Sergei Sobyanin has shared the experience of organizing the employment of people approaching retirement age in the capital: "a regional law was Adopted, retain the familiar advantages to the citizens of Moscow. The most important thing in our view is the formation of the modern system of medical care of older persons. It is carrying out a clinical examination, surveillance of chronic diseases, the health care. Our task is to help our residents live longer, healthier and active."
With the participation of the social partners at the district level: associations associations of trade unions and employers discussed the role of tripartite commissions on regulation of social-labor relations to protect the interests of older workers. "It's a format that will allow you to act proactively, preventing violations of the rights of workers or the reduction of their social guarantees," — said the Plenipotentiary representative of the President of the Russian Federation in the Central Federal district Igor Shchegolev.
At the end of the meeting the Governor of Smolensk region Alexei Ostrovsky and other Heads of regions of the Central Federal district, Chairman of the coordination Council of the Russian Union of Industrialists and entrepreneurs in the Central Federal district Mikhail Kuzovlev and President of the Association of territorial associations of trade Union organizations of the Central Federal district Anatoly Syrokvasha the district signed a tripartite agreement to 2019-2021 years. The agreement stipulates the obligations of parties on the implementation of joint measures aimed at improving the level and quality of life of the inhabitants of the regions, the protection of the rights and interests of workers.
Commenting on the agreement, Chairman of the Association of territorial associations of trade Union organizations of the Central Federal district Anatoly Syrokvasha said: "the Regional agreement is aimed at creating in the future a unified socio-economic space according to the minimum guarantees on the territory of Central Russia and will certainly contribute to improving the level and quality of life in our regions."
