The meeting of the regional tripartite Commission on regulation socially-labour relations
25 September 2018 in regional administration under the chairmanship of Governor Alexey Ostrovskiy held a regular meeting of the regional tripartite Commission on regulation socially-labour relations, which was attended by the heads of the Executive authorities, as well as representatives of regional Association of trade Union organizations, the regional Association of employers "the Scientific-industrial Union" and the State labour Inspectorate in the Smolensk region.
One of the issues on the agenda was the implementation of "may" Decrees of the President regarding phase increase in wages of certain categories of workers.
"Strict implementation "may" Decrees of the President and other strategic initiatives of the head of state remains the priority direction in activity of the regional administration and Executive authorities of the region, is on my personal permanent control. An important aspect relates to phase increase in wages of certain categories of workers of budgetary sphere in the framework of measures to implement state social policy. This work is carried out in strict accordance with the approved "road maps". The leaders of relevant departments will report how things are going at the moment. In case of problematic questions are asked to focus on them the attention of the members of the Commission", – said Alexey Ostrovskiy, addressing the participants of the meeting.
In the sounded reports noted that at the moment the target of the average wage of social workers in the region is 24 570 rubles. In the I half of the average salary of social workers in social service organizations, state and Federal health agencies exceeded 24.7 thousand rubles, while during the period of implementation of the relevant presidential Decree, this figure increased more than 4 times. In turn, head of the Department of health Elena voytova reported that targets on wages in the health sector approved the following way: the physicians and staff with higher education – 200% of average monthly income from employment, middle and Junior medical staff – 100%. It is important to note that the average salaries of these categories of workers in comparison with last year - 92%. According to the chief of Department on culture and tourism Sergey Chernyakov, in the Smolensk region implemented the action plan "improving the efficiency and quality of services sphere of culture of the Smolensk region" for the years 2013-2018, according to which the ratio of the average salary of employees of cultural institutions shall be 100% of the monthly income from employment in the field. According to Rosstat, in the first half of this year, this figure corresponds to the set parameters.
Work in this direction is conducted in the field of education. The Department of education and science carries out monthly monitoring of the level of wages of workers of education and works closely with municipalities to meet the requirements of the Decree. In addition, the participants of the meeting discussed questions of creation of favorable working conditions and implementation of complex measures aimed at reduction of industrial injuries, as well as the status of arrears of wages in the organizations of the region. "The creation of favorable conditions in the region and, above all, implementation of comprehensive measures aimed at reduction of industrial injuries, as well as the elimination of arrears of wages to employees of organizations of all forms of ownership – the problem is serious and responsible. However, I want to emphasize that at the moment wage arrears in the public sector do not exist. Still, the question remains on the agenda. The situation is constantly in my field of vision, as its normalization is currently the wellbeing of more than 600 Smolyan, who still can't get the honestly earned money", – emphasized Alexey Ostrovskiy.
During the discussion the head of the Department of public service of employment of the population, Andrei Shimanov reported that the situation with arrears in the payment of wages to workers is under the constant control of the regional administration. In particular, continues its activities by an inter-Ministerial Commission. According to the results of the interaction of all stakeholders to restore the rights of citizens on timely payment of wages. This year, the repaid debt is about 38 million rubles.
The next item on the agenda was the implementation of youth policy in the framework of the Regional agreement between the regional Association of organizations of trade unions, the regional Association of employers "the Scientific-industrial Union" and the administration of the region in 2017-2019. "We all understand that how effective this work depends on the development of our region in the future. Notice that a number of projects already successfully implemented, young people are actively involved in public life in the region, participate in volunteering, engaged in military-Patriotic and search work, intellectual, scientific and creative activities and sports", – said Alexey Ostrovskiy.
According to the information in the current year in the framework of regional state program "Social support of citizens living on the territory of Smolensk region" for 2014-2020 compensation of interest rates on loans to young families for the construction or purchase of housing, has already received 34 family. In addition, a lot of attention in youth work is aimed at delivering specialised lessons civil-Patriotic teenagers under such change of profile as "Yunarmeytsy", "Volunteers of Smolensk", "heirs of the Victory", "Falcon – 2018" and the Youth forum "Smola". The administration of the region together with specialists in municipalities carries out activities aimed at improving training of young Smolyan. For example, with the support of the Scientific-industrial Union for youth career guidance were organized excursions to the enterprises of the region in order to explore working conditions in the factories, manufactured products, and possible further employment.
Continuing the theme, it was noted that the activities of the young professionals in large enterprises coordinating youth councils, provide assistance in employment, professional growth, production, and solution of domestic problems, the organization of leisure and recreation. In particular, employers in conjunction with the primary trade Union organizations through collective agreements stipulate additional benefits and guarantees to young employees, professional training on production, retraining, training, second jobs, etc.
